Mary Mitchell O’Connor

Mary Mitchell O’Connor TD is Minister of State at the Department of Education with special responsibility for Higher Education having been appointed on 14 June 2017. Minister Mitchell O’Connor previously served as Minister of Business, Enterprise and Innovation from 6 May 2016, leading on the creation of sustainable full employment across all regions of the country, seeing, for the first time in almost a decade, over 2 million people employed in Ireland.

In October 2018, the Minister introduced the Qualifications and Quality Assurance (Education and Training) (Amendment) Bill 2018 in Seanad Éireann. The enactment of this legislation will enable QQI to introduce the International Education Mark (IEM). This is a key element of the Government’s International Education Strategy which aims to foster and strengthen Ireland’s reputation as a destination of choice for international students. The Minister is dedicated to supporting the Irish education system in becoming more internationalised, by encouraging and assisting with the development of further links and relationships between Ireland and many partners at individual, institutional and country level.

The Minister has shown great leadership in the area of promoting Gender Equality within Ireland’s Higher Education Institutions. In November 2018 in tandem with the publication of her Gender Action plan, the Minister introduced a Senior Academic Initiative, which constitutes 45 female only professorships in departments that have significant under representation of female academics. This progressive, re-balancing initiative will be conducted over three years, 15 posts per year.

Earlier in 2018, the Minister led the Technological Universities Bill through the Houses of the Oireachtas. She pioneered the development of the first Technological University in Ireland: Technological University Dublin which was officially established on 1 January 2019 and is now the largest University in Ireland. The Technological Universities legislation forms part of the Government’s Project Ireland 2040 initiative. These institutions provide increased opportunitities for individuals, enterprise, and the community to make a global impact and drive regional development across the country.
